Field Engineer for Disaster‑Ready Infrastructure

About the role

The International Organization for Migration (IOM) is recruiting a Field Engineer Consultant to support the COFA READY project in Palau. The role focuses on upgrading emergency evacuation centres and establishing containerized emergency warehouses as part of the project’s Recovery Readiness component.

Key responsibilities

• Conduct technical and feasibility assessments of buildings and infrastructure to identify priority upgrades.
• Prepare and review engineering designs, drawings, bills of quantities, specifications, cost estimates and implementation schedules.
• Provide technical oversight during construction, ensuring compliance with project specifications, national codes and disaster‑resilient engineering principles.
• Coordinate with government counterparts, contractors, community working groups and logistics teams to ensure timely delivery of materials and adherence to safety and quality standards.
• Conduct regular site inspections, monitor contractor performance, and produce technical and progress reports.

Required profile

• Master’s degree in civil engineering, architecture or related field with at least two years of relevant experience, or a university degree with four years of experience.
• Licensed professional engineer certification.
• Experience in construction engineering, contract management and working in remote or hardship locations.
• Excellent English language skills.
